Context for the proposed training and support programme

  1. An audit was undertaken during the Autumn term 2002 which identified special school staff’s qualifications, and main areas of specialism.
  2. Further information was gathered from special schools during the summer term on accredited courses which teachers were/or were wanting to undertake.
  3. £150,000 has been made available to special schools to enhance the accreditation of staff in the specific areas of autistic spectrum disorders and profound and complex learning difficulties. This is in addition to the monies which schools receive via delegated Standards Funds.
  4. Six teachers are being supported in attaining mandatory qualifications for the teaching of deaf and visually impaired pupils costing £45,000.
  5. A further £110,000 is supporting the development of the outreach function of four special schools.
  6. The working group decided, having undertaken a number of enquiries, to defer a further audit of staff’s training need until September 2004.

Two further key points must be emphasised:

The full year total for this training and support programme 2004/05, without Standards Fund contribution, is £364,000 plus Team Teach & Safe Hands costs.

It is recognised that the training and support programme is incomplete in that further detail is required particularly for the mainstream programme and for governors and their governing bodies. It would be expected that this detail is developed once decisions have been made about the future configuration of the District’s special schools and the timescale has been confirmed.
