DRAFT PRINCIPLES

Staff who will have permanent
rights by September 2007 in the closing Special Schools or in VI
provision to know where they will be assimilated to by September
2006 at the very latest.

That staff currently employed as
Special School/VI staff would be assimilated to a comparable
post/comparable status in the new Special Schools.

That the assimilation process is
developed and operated on a hierarchical basis starting with
Head Teachers.

Following this processes for
teaching and non-teaching staff to run in parallel.

After assimilation at a
particular level is complete, remaining posts at that level will
be ring fenced to special school staff to enable them to apply.
This will be the only way a member of staff may gain promotion
within these arrangements.

If vacancies remain after that
stage, and the Vacancy Monitoring process cannot find a suitable
match, then normal recruitment and selection processes should be
implemented by the TGB/H/T as appropriate.

Assimilation to be based on
staffing structures which reflect the prevailing national and
local terms and conditions of employment at the time the
assimilation takes place. (A proposal was made to assimilate on
management points and to move from management points to TLR’s
before September 2007)

Existing governing bodies be
encouraged to complete the support staff remodelling process
prior to moving to assimilation.

Temporary governing bodies to be
encouraged to adopt similar staffing structures.

There are a number of key
features for the assimilation process which will be jointly
agreed with the Trades Unions, taking in to account the
previous survey. This will then be circulated to all staff.

Any staff unplaced at the end of
the process will be supported to find other employment through a
bespoke and rigorous Vacancy Monitoring exercise, conducted
throughout the academic year 2006/07 if necessary.

The levels of protection for any
unplaced staff will be in line with the current 3R’s agreement
for both Teaching and Non-Teaching staff and School Teachers
Review Body agreements.
