NOTES OF SEN HR SUB GROUP INAUGARAL MEETING

Apologies were received from Judith Chandler, teacher at Wedgewood.

Keith Fair, Headteacher, Haycliffe had volunteered to join the group and will be invited to all future meetings.

MH will determine her attendance dependent upon the agenda, due to legal constraints she is unable to give advice in the presence of employees whose terms and conditions of employment may be affected by that legal opinion.

Copy of project plan, timeline etc updated at Steering Group 18 July 03 will be sent to MH on completion.

Negotiations will commence in September 03 with teaching and non-teaching trade union representatives. The Council has agreed additional time off for this activity.

The group’s remit was agreed as:

 

5.1

To support the Director of Education in seeking to agree the consultation processes with trades unions (teaching and support staff).

 

5.2

To advise the Steering Group on the HR implications of recommendations.

 

5.3

To advise the Steering Group on the HR processes for the closure and opening of schools.

 

5.4

To support the Director of Education in the implementation of the school closures and staff redeployment.

 
 

The sub-group will not have any direct involvement on the formal consultation and negotiation process between the Council and trades unions which will continue entirely separately within the normal Officers’ Joint Committee (OJC) process.

The HR sub group will develop ideas and make recommendations to the SEN Steering Group for decisions.

MH to advise on whether staff data should be anonymised prior to being shared amongst the group.

MB to confirm with SEN Steering Group 18 July whether copies of both teaching and non-teaching 3R’s agreements are put on the SEN reorganisation web site together with the following statement:

"The 3R’s is a Council agreement made with trade union representatives for the protection of council staff employees. Meetings will be held in September 2003 and the 3R’s will be the basis for further discussions. Negotiations will be around this and it may affect clauses in the agreement but that will not be at any detriment to the current 3R’s agreement. This will also apply to staff affected by the forthcoming changes at Temple Bank."

Dates of future meetings were confirmed as follows, all to be held on 6th floor, City Exchange at 1330 hours, except 24 September, duration two hours maximum.

15 October

12 November

26 November

10 December.

These dates are in between the SEN Reorganisation Steering Group and will enable the two way transfer of information on a timely basis.

Note: At the SEN Steering Group, 18 July it was agreed that notes of this meeting will be e-mailed to Branshaw, where they will post them on the Special Schools Re-organisation website.
