NOTES OF SEN HR SUB GROUP

HELD ON WEDNESDAY 13TH JULY AT 1.00PM AT CITY EXCHANGE

MINUTES OF LAST MEETING

 

Minutes of last meeting were agreed.  Issue to Liz Wilson for website.

 

MATTES ARISING

 

Stephen Pearce clarified that AST’s were specific contracts issued by a school to an individual teacher.  Currently they were funded partly through a grant allocation but the funding was secondary to the contractual arrangements.  For assimilation purposes, new staffing structures would need to confirm the posts of AST’s for a direct assimilation to occur.

 

STARTERS AND LEAVERS

 

A statistical report was shared with the group.  This showed that whilst there were schools with a higher turnover rate than others two stats were clear.  That new appointments seemed to equal the number of post reductions.  Also the overall percentage of leavers was the same as the Bradford average, in fact less than the secondary sector as an average. 

 

The group agreed that there was a danger that perceptions were becoming reality in that there were ‘hoards’ of staff leaving due to the reorganisation process.  Whereas at this time the overall reductions in the Special School sector would appear to be no more than in previous years.  It was agreed that there was no room for complacency and these figures needed to be revisited in the autumn term.

 

HEADTEACHER ASSIMILATION

 

Darren Whitelaw confirmed that 4 Headteachers were assimilated.

 

STAFFING STRUCTURES

 

Work was being undertaken on draft staffing structures with SEN, Client Team and HR to support the new Interim Headteachers and Governing Bodies.

 

SKILLS AUDIT

 

Darren presented the first draft of a Skills Audit – issues were discussed and changes and modifications suggested.  The group was asked to share this with colleagues to continue to develop this work for circulation to all staff in the Autumn Term.
