| The EY sub group have been working on a paper to go to EPP 25 March. This paper puts forward recommendations for provision for children Pre-5 with special educational needs. The recommendations include | |||

- maximum of 24 pre-five places in each co-located special school
-some provision with the co-located mainstream school for children
with SEN
- a flexible continuum of provision
- resourced provision in Children's Centres filling the geographical
gaps

The group have also recommended a wider review of services for pre-five children with SEN which must include: |

- Identification of clear pathways for children and families, which
ensures smooth transition from home to setting and setting to setting
including transition into the primary phase of education.
- A review of current assessment systems and referral routes.
- Issues of equality of access to services based on assessed
need.
- Models which incorporate flexibility in service delivery.
