Minutes of Early Years SEN sub group meeting

Ronnie apologised to the primary school colleagues for the low number of people at the meeting. If she had received apologies sooner she would have cancelled the meeting.
Wherever possible please could colleagues send apologies by the day before the meeting at the latest.

Matters arising
Ø Glenn has visited Strong Close Nursery School and spoken to a group of parents.
A question was asked about why the three parents meetings were all held at the same venue. Maggie explained that it was intended that these meetings would be a group of parents who would attend all three meetings to hear updates, discuss issues and input their views.
Because of the delay in the process it will be possible to do other meetings around the district.
Ø Sarah Bell has not got back to Sheila about the question of 2 year olds.

Current Models of Provision

Brian pointed out that there are space restrictions - we can only build space for the numbers of children stated in the notices.
Guard House Primary school currently has 39 full time equivalent places in the nursery. Sure Start will offer education and childcare.
Sandra would ideally like a Community nursery based at Guard House for children from the mainstream and special schools.
Heaton Primary school currently has 50 full time equivalent places in the nursery and 32 wrap around places funded via NOF with 20 places currently taken up. The others will be built up.
The extension has been built and the school is applying to NOF for before and after school care.
Thorn Park is already on the same site and Heaton work with them.

Glenn emphasised that children must have a statement or be in the process of statutory assessment in order to attend a special school. Where the child is registered is paramount.
Discussion about movement of children between the schools took place.
Children registered at the special school can have some time in the mainstream school and children in the mainstream school can have some time in the special school so that all can have shared educational experiences.

Further discussion around configuration is needed.

Sandra asked why the heads of the mainstream primary schools had not been invited to the architect's presentation to the Vision into Practice sub group.

Children's Centres Plus (CC+)
Ronnie suggested that a sub group of the Children and Young People's Strategic Reference Group should look at locations of CC+ including issues around inclusion.
There will be core services in all CC but CC+ will have additionality.

Consultation
Ronnie, Liz Singleton, Sarah Bell and Clive Halliwell have produced a consultation paper. The paper is about changing the age range only, with DfES agreement.
AOB
It was suggested that the Primary heads should attend at the start of meetings.
It was also suggested that we should hold some meetings at the schools.
